It helps implement the Diversity and Inclusion Strategy, promotes equal access, and ensures all trainees can have an enriching experience, while contributing to a more diverse and trusted European Commission.

Cost of Living & Socio-Economic Survey – March 2025
Building on previous ECTA initiatives, the Diversity & Inclusion subcommittee of the March 2025 Blue Book cohort conducted a survey to assess trainees’ financial realities and access to the programme.
The findings confirm that the current living allowance does not reflect real costs, particularly in Brussels and Luxembourg. Most trainees rely on additional income such as savings or family support, and many experience financial stress that affects wellbeing and participation. These challenges disproportionately impact trainees from lower socio-economic backgrounds, non-EU countries, ethnic minorities, and women, creating barriers to equal access and diversity.
The survey highlights the need for regular monitoring of financial wellbeing, adjustments to the allowance based on cost of living, and additional support measures such as housing, transport, and food assistance to ensure the Blue Book traineeship remains accessible, inclusive, and equitable.
